2 Charged with Theft by Unlawful Taking of Movable Property
On November 27th, 2019 at the conclusion of an investigation into the theft of a 2016 Passport Haulmark trailer in Greenwich Township, Berks County, arrest warrants were issued on Philip Marshall CASTNER, age 37 of Bath PA and Jennifer Ann AMELLA, age 40 of East Stroudsburg PA. Mr. CASTNER and Ms. AMELLA have been charged with Theft by Unlawful Taking of Movable Property (3rd degree felony), Criminal Conspiracy (3rd degree felony), Receiving Stolen Property (3rd degree felony) and Disposition of Vehicle or Vehicle Part With Altered Vehicle Identification
Number (3rd degree felony). Mr. CASTNER, who was already in jail on unrelated charges, was arrested and arraigned on November 27th, 2019. A preliminary hearing was held on December 4th, 2019 before Magisterial District Judge Brian Germano and all charges were bound over. Ms. AMELLA remains at large. Monroe County District Attorney Criminal Investigation Division detective Robert SEBASTIANELLI and Pennsylvania State Trooper Ian MACMILLAN are the lead detectives in this investigation with assistance from the Northern York Regional Police Department, PSP Troop L, Hamburg barracks and the Hackettstown NJ Police Department.
The investigation is ongoing and additional arrests are anticipated.
MCDA CID detective Robert SEBASTIANELLI is assigned to the Northeastern Pennsylvania Automobile Theft Task Force. The Pennsylvania State Police established this municipal automobile theft/motor vehicle insurance fraud task force program throughout Pennsylvania to coordinate automobile theft and motor vehicle insurance fraud prevention, investigation and enforcement activities. Monroe County's participation is fully funded by a grant from the Automobile Theft Prevention Trust Fund.
Trooper Ian MACMILLAN is assigned to the Pennsylvania State Police Stroudsburg barracks.
