Kunkletown Man Facing Felony Charges for Promoting Prostitution, Stalking and Related Charges.
On May 29th, 2019 detectives from the Monroe County District Attorney's Office served a search warrant at a residence in Kunkletown which resulted in the arrest of 57 year old FRANK MARKS. Marks has been arrested and charged with promoting prostitution (a felony), stalking (a misdemeanor), hindering apprehension (a misdemeanor), harassment (a misdemeanor) and patronizing prostitutes (a misdemeanor).
The investigation began two weeks prior to his arrest when Detective Kim Lippincott encountered a woman engaging in prostitution. That woman said she knew Lippincott was coming for her because Frank Marks warned her. Upon further investigation, detectives learned that Marks contacted the woman in February of 2019 by responding to her advertisement for prostitution online. She turned him down, so a few days later he sought her out at a hotel in Middle Smithfield Township. Ultimately, the two engaged in sex for money.
After the encounter, Marks began contacting the woman telling her that she owed him additional time. She refused and made several attempts to avoid him. Marks remained in contact via text message and phone calls and then began telling the woman that the police were watching her. He told her that he had friends who were police officers and offered to provide her with photographs, phone numbers and descriptions of undercover police vehicles in exchange for oral sex. Marks, who has been arrested for patronizing prostitutes by the Monroe County District Attorney's Office previously (once in 2012 and once in 2017), continued to contact the woman through the month of May until the time she was arrested. The woman was arrested and subsequently incarcerated for prostitution.
Detectives arrived at Marks' residence in Kunkletown this morning armed with a search warrant, issued by MDJ Colleen Mancuso. At the time they executed the warrant Marks was already at work. Detectives were able to track him down and took him into custody without incident.
Once in custody, Marks was advised of his Miranda Rights and agreed to speak with detectives. He admitted to repeatedly contacting the woman after engaging in sex for money. He told detectives that he is a sex addict and cannot control himself.
Frank Marks was arraigned by MDJ Brian Germano. Bail was set at $5,000 secured, and he was sent to the Monroe County Correctional Facility to be lodged until bail is posted. A preliminary hearing is scheduled before MDJ Brian Germano on June 5th, 2019 at 10 am.
This arrest is part of the Monroe County District Attorney's Office ongoing efforts to combat sex trafficking in the Poconos.
