Saylorsburg man faces additional charges in connection with alleged sexual assault of minor

HARRISBURG - Pennsylvania Attorney General Kathleen G. Kane's office today announced it has filed additional criminal charges against David R. Parker, a Monroe County man accused of sexually assaulting a child on numerous occasions. Parker is also charged with conspiring to arrange an encounter in which another individual intended to have sexual contact with the child.

"Our investigation showed this man sexually abused a child over a period of more than 10 years," Attorney General Kane said. "The evidence also shows that he sought to exploit this boy when he discussed arranging a sexual encounter between himself, the boy and another individual.

"We will prosecute this case aggressively, and we will push for an outcome that keeps this man away from children in the future," Kane added.

Parker, 37, was initially arrested last week in connection with an online child pornography investigation conducted by the Office of Attorney General's Child Predator Section.

The investigation resulted in the arrest of Jeffery Harvey, 39, of West Wyoming, Luzerne County, who is charged with trying to arrange a sexual encounter with a person he believed to be a 13-year-old boy. The boy was actually an undercover agent.

Following Harvey's arrest, agents with the Child Predator Section developed further information that led them to execute a search warrant at Parker's home, where they said they found numerous images of suspected child pornography on his cell phone.

Agents said they also determined that Parker on numerous occasions had sexually assaulted a male child. It was further determined that Parker had been in contact with Harvey for the purpose of procuring the child for a sexual encounter involving both men and the child, agents alleged in a criminal complaint. That meeting never took place, agents stated.

Parker, 310 Rustic Lane, Saylorsburg, is charged with one count each of rape of a child, involuntary deviate sexual intercourse with a child, indecent assault, conspiracy to commit sexual exploitation of children and corruption of minors, as well as two counts of unlawful contact with a minor.

Parker is being held in the Monroe County Prison. His bail was set at $250,000 after a preliminary arraignment on the new charges.

He was charged last week with 10 counts of possession of child pornography and one count of criminal use of a communication facility after he was allegedly found in possession of child pornography. Parker's bail was set at $50,000 after the initial charges were filed.

Parker's preliminary hearing is scheduled for July 18. He will be prosecuted by Deputy Attorney General Rebecca Elo of the Office of Attorney General's Child Predator Section.
